Chapter I - Romulan Structure

Imperial Navy

The Romulan Star Navy, also known as the Romulan Imperial Fleet or Grand Fleet, is the space force of the Romulan Star Empire.The Galae (Romulan Star Navy) is the largest branch of the Star Empire military. The department over sees shipping, both domestic and military; defense and assaults, on both the surface and space; exploration, engineering advancement, and the pursuit of the sciences. It is the largest branch in the military, having its own ground based forces and intelligence force.

Tal Shiar

The Tal Shiar is a Romulan intelligence organization. The name is an homage to the Tal Shaya, a Vulcan method of execution from the original Star Trek series where the neck is broken with a swift stroke for a quick and merciful death.The elite Romulan intelligence agency, the Tal Shiar, is a highly-respected and feared force in the Romulan Star Empire and Alpha and Beta Quadrants. Its purpose is guarding the security of the Empire, both from the Romulans' interstellar enemies (most notably the United Federation of Planets and the Klingon Empire) and from traitors within the Romulan population itself. The covert, often invisible presence of the Tal Shiar keeps the general populace in a constant state of paranoia, that any signs of dissent or dissatisfaction with the status quo will result in their "disappearance." The Tal Shiar reports only to the highest levels of the Romulan government, and even so they undertake many missions without the direct knowledge of the Romulan Senate, conducting operations with virtual impunity throughout the Empire. Their authority supersedes that of most Romulan military commanders, resulting in a mutual distrust and hatred between the two organizations. The Tal Shiar operates their own fleet, often to their own aims.

Chapter II - Member Rules/Policies

While we understand no one is perfect we do have a small set of rules to keep in mind when gaming with other members as well as on the Ventrilo server and forums.
1. TRY to keep swearing to a minimum while posting on the forums most of us use it on a daily basis try to be considerate of those that are younger or perhaps those that get offended by it, just try to keep things professional whenever possible.
2. No spamming our forums please as it’s a hassle for moderators and admins to keep up with such things.
3. No bugs or exploits while gaming with the group as its unfair or considered cheating and we don’t want to affiliate ourselves with cheaters.
4. Harassment of other members will NOT be tolerated under no circumstance. Any member being harassed or mistreated by anyone is to file a report to the Tal Diann immediately and a full investigation will be done on both parties to resolve any disputes.
5. While on Ventrilo please use the Foyer (Family Channel) if you are offended by any material being discussed in the Ale Hall (Adult Channel) or simply wish to have PG-13 conversation's, All other channels are to be used for gaming purposes and will vary on the type of players in those channels.
6. Treat others as you wish to be treated.

Violation Penalties
- 1st warning
- 2nd Formal Write-Up
- 3rd Member Account Suspended (2 or more weeks)
- Fate Decided by Tal Shiar

Chapter IV - Ranks

Naval Ranks

Admiralty Ranks - Assigned to those that are senior most members that also perform a specific task to the group Ambassador, Navy CO/XO, or any other command staff position that we may add later on. Simple terms members who don’t have a job function in the group will not be assigned to the admiralty. Members may also be voted in by the current command staff/admiralty depending on what works best. (Leadership Positions Only)

Senior Ranks - Assigned to those that have been in the group for sometime and that are active, members in these ranks may not have a specific job but have been in the group for at least 8 months to a year and are very active with the group. However just cause you have been in for over 8 months to a year don’t assume you are entitled to the senior ranks these are for very active people that have been with us for a long time and have proved themselfs.

Member Ranks - Assigned to those that have no job function and are regular everyday members that just want to be apart of the community and game with us. These are ones for people that show no interest in a job or leadership position but are hear for the entertainment purposes and love Romulans.

Cadet Rank - Assigned to new members with a minimum of 2 weeks in this rank to get familiar with how the group functions and to make sure they are going to be active, more than 2 months at this rank and we consider you no longer with us due to inactivity. This rank can also be used as a temporary probation for members that go inactive and return we will place you back at the rank of Erei'Erein till you pass your probation period in which we will reinstate you to your former rank. NOTE: Members at this rank will have NO access to any of the Restricted forums (Eyes Only, Game RP, etc.)

Members that have applied and left the fleet will be removed from the in-game roster as well as the fleet roster. Cadets that go inactive for a period of a month without notice to the Academy Commander will be removed. Fleet Officer's that go inactive for a period of 2 months without notice to the Fleet Personnel Officer will be removed. Any such Cadet or Fleet Officer will also have thier forum account deleted as well as thier Ventrilo account.

Promotions are based on time in the group, activity, amount of RP/gaming and any online time that you spend with the group as well as activity on the main IRF forums which is the biggest one. Promotions are put out once a month every month usually in the first week on the main IRF forums.

You rank in the group will affect many different things such as, level of trust, amount of items to withdrawl from the fleet bank (STO only), Administrator/Moderator position if one opens up, Command Staff or Support Staff position should one be available, or access to certain content on the forums.

Chapter V – Awards

*In order from highest achievement to lowest.

Order of the Empire - Highest military honor in the Romulan Star Empire, its awarded by recommendation for outstanding performance, bravery,and those that have given all to serve the IRF in there duties, PVP, Battle Simulation, etc.

Imperial Medal of Valor - Awarded to members who consistently show outstanding performance and/or valor.

Imperial Commendation Medal - Awarded to members who display outstanding job performance skills consistently.

Imperial Achievement Medal - Awarded to members who display better than average performance or to reward a single act.

Duty to the Empire - Awarded to those that go above and beyond for the IRF and its members.

Defense of the Empire - Awarded to members who have defended the IRF in a PVP, Bridge Commander tournament or other sponsored IRF event and shown great skill.

Tal Diann Commander - Awarded to those that have served or presently server as the Chief of Military Intel/Tal Diann Commander.

Tal Diann Initiate - Awarded to those that are appointed to serve in the Tal Diann and are active with them.

Tal Shiar Academy Graduate - Awarded to members who have completed training of the Tal Shiar academy.

Academy Graduate - Awarded to cadets that are successfully complete Cadet training and are promoted to Junior Sub-Centurion.

Time in Service - Awarded to members who have shown consistent activity in excess of 8 months.

Outstanding Cadet - Awarded to Erei'Erein who have shown great devotion to the IRF during there training.

Command Staff Member - Awarded to those who currently or served in the past on the IRF Command Staff.

Admin/Moderator Achievement - Those who have been choosen to serve as an Admin or Moderator for IRF.

Tal Shiar Opertive - Award given to Tal Shiar members who are actively engaged in Tal Shiar activities.

STO Participant Award - Awarded to those that participate with the IRF in Star Trek Online on a continuing basis.

ST Gaming Member - Awarded to those that paticipate in Star Trek Gaming with the IRF or its members on a continuing basis.

Non-Trek Game Participant - Awarded to those that participate in Non Star Trek gaming with the IRF on a continuing basis.

Chapter VI -Imperial Navy Command Staff

Fleet Senior Commander - Galae'Enriov Rihanha Dheno
Leader of the Imperial Navy, duties include managing fleet functions and operations, also responsible for the well being of group members.

Fleet Deputy Commander - Khre'Riov Fvillha
Second in command of the Imperial Navy, duties include managing the naval command staff and appointing new command staff as needed, will also perform the duties of the senior commander if he/she is inactive for a period of time. Will also serve as the Chief Administrator for IRF Forums,Website, and Ventrilo management and design.

Chiarman of the Tal Shiar - Dhaemnasi Zelgos
Duties include overseeing Tal Shiar operations and personnel, enforcing rules and policies as well as impose new ones, and too monitor naval personnel including new members and current ones. Tal Shiar Chairman will act as the Deputy Commander in the absence of the Fleet Deputy Commander.

Vice-Chairman of the Tal Shiar - Open Position
Assistant to the Chairman, duties include recruitment and training of new Tal Shiar agents and recommending there promotions and awards, also keep current Tal Shiar records up to date.

Imperial Academy Commander - Khre'Riov Talok N'Vek Rahnaen 'fvil
Responsible for accepting and approving new member applications as well as review them and to forward them to the right office and to promote Cadets into the fleet as he/she see's fit.

Senior Romulan Ambassador - Khre'Riov DeRhamme
Romulan ambassador is responsible for interstellar communication with other fleets and factions, will also be responsible for maintaining list of allies/enemies and get alliance requests approved.

Deputy Romulan Ambassador - TBA
Assistant to the Senior Ambassador, responsible for monitoring allies and keeping in constant communication with current allied fleets as well as assist the Senior Ambassador with any duties he/she may need help with.

Operations Officer - Open Position
Officer in charge of daily Naval operations to include logistics and fleet operations, setting gaming times, come up with role play content as well as supervise RP's and group gaming during STO and other games played by the IRF as a group.

Fleet Personnel Officer - Riov Aerv D'Amarok
Officer in charge of fleet records, managing fleet personnel, recommending promotions and awards, also keep track of current members and approve transfers in and out of the reserve's.

Chapter VII – Mission Statement

It is our purpose to provide the best Romulan community on the internet today. While our focus is Star Trek Online our goal remains the same and that’s a place for all Romulan fans to gather and socialize while having a great time and meeting new people.
